Job Description

Our Client, UNRWA is the largest United Nations Agency in the Middle East, provides education, health care, relief and social services and micro-credit services to approximately 4.2 million registered Palestine refugees in Jordan, Lebanon, the Syrian Arab Republic, the West Bank, and the Gaza Strip. UNRWA is seeking to employ a qualified candidate as System Analyst.

Background:

In order to provide a streamlined approach of its emergency assistance in the West Bank, UNRWA is seeking to create a centralised information system for its food, cash and cash-for-work programmes of social assistance. Each programme currently has its own database and implementation approach. The system is expected to rationalize the Agency's efforts in processing applications, selecting beneficiaries, and to offer one interface for the people to apply for social safety assistance.
In this respect, an Application Systems-Analyst/Programmer is sought in order to design an IT solution. The Application Systems - Analyst / Programmer will work under the supervision of the Emergency Appeal Coordinator and in collaboration with the database working group.

Key tasks and responsibilities:

1) Liaise extensively with internal clients (database working group including staff from relevant implementing departments and programs) to get a strong understanding of the Agency's requirements, of the existing business models and of the data flows;
2) Draw up cost specifications and produce outline designs of the new IT systems, specifying the data, files and logical operations the system will perform, and the way data will be viewed by the user;
3) Identify options for potential solutions and assess them for both technical and business suitability;
4) Draw up specific proposals for modified or replacement systems;
5) Develop and Implement the new system as well as a testing schedule for the complete system;
6) Design, install the database back-end and provide a maintenance plan for it;
7) Design, implement and test a Web interface to query the database back-end and process user data;
8) Design, debug, enhance, document, and test software applications to meet business process requirements;
9) Produce project feasibility reports, discuss the findings with the steering committee;
10) Translate the Agency's requirements into highly specified project briefs, write user manuals;
11) Provide training to users of a new system;
12) Plan and work flexibly to a deadline; ensuring that budgets are adhered to and deadlines met.

Professional knowledge and Competencies:

1) Completion of degree from a recognized college or university in Computer Science;
2) Relevant experience with mainstream database management systems (e.g., Oracle, PostgreSQL);
3) Experience with client and server-side web programming (e.g., javascript, PHP);
4) Sound knowledge of application programming and system analysis;
5) Successful completion of all appropriate on-the-job technical and interpersonal training;
6) Strong background in data modelling, troubleshooting, and business analysis skills;
7) Be fluent in English (speaking, reading and writing), Arabic is an asset;
8) Be able to communicate to all levels of management, end users, and/or team members.
