Job Description – Engineer (Commissioning & Start-Up)

1. Job Purpose
The Engineer (Commissioning & Start-Up) is responsible for supporting the planning, preparation, and execution of dynamic commissioning and start-up activities for process and utility systems. The role ensures systems are safely delivered to Operations in compliance with project technical standards, HSE requirements, and approved schedules.

3. Key Accountabilities & Responsibilities
Review project technical documentation and contractual requirements to ensure commissioning and start-up considerations are fully incorporated into design.
Define commissioning work packages and prepare commissioning and start-up procedures in coordination with discipline engineers.
Support the Project Team in developing commissioning and start-up schedules and ensure execution meets company targets and milestones.
Participate in system and sub-system definition and develop multidisciplinary system mark-ups.
Prepare commissioning and start-up plans and ensure safe execution through strict application of Permit to Work (PTW) procedures.
Participate in design reviews, MOC, HAZOP, FAT, and SAT activities, providing commissioning-focused input to enhance safety, operability, and maintainability.
Perform field walk-downs, as required, to verify construction completion in accordance with approved design.
Attend MEI and PSSR walk-downs and support punch-list categorization and close-out activities.
Lead troubleshooting activities and participate in investigations related to process upsets; capture lessons learned and implement approved recommendations.
Develop and review pre-commissioning and commissioning procedures and documentation.
Prepare and maintain commissioning dossiers.
Review technical bids submitted by consultants and equipment vendors.
Perform additional tasks as assigned by the Lead or Head of Department.
4. HSE Responsibilities
Comply with all company health, safety, and environmental policies, procedures, and regulations applicable to the role.
Participate in HAZOP studies and ensure recommendations are addressed to enable safe start-up.
Review and approve EPC RAMS documents and prepare RAMS for in-house projects.
Act as Initiating Authority (IA) under the Permit to Work system.
Intervene and report unsafe acts or conditions; report incidents, near misses, and safety observations.
Conduct all activities in accordance with company HSE requirements and wear standard PPE while working in Bahrain Oil Fields.
Submit a minimum of three (3) safety observations per year, subject to company targets.
5. Job Context
Works closely with multidisciplinary project teams to achieve project and company objectives.
Approximately 50% of the role is office-based, with remaining time spent supporting field activities.
6. Qualifications & Experience
Education
Experience
5–10 years of experience in process commissioning and start-up within the oil & gas production industry.
Proven experience with upstream onshore production and processing facilities, gathering networks, gas dehydration units, and related systems.
Strong knowledge of applicable codes and standards such as API, NACE, and other oil & gas industry practices.
Working knowledge of flow metering, instrumentation, PLC, SCADA, pumps, valves, analysers, sampling systems, E&I wiring, and control panels.
Skills
Ability to manage multiple assignments and deliver high-quality outcomes within deadlines.
Strong interpersonal and communication skills.
Ability to work effectively under pressure.
Strong teamwork and coordination capabilities.
Competence in preparing and reviewing technical documentation.
Valid driving license preferred.
