GENERAL ENGINEER

Duties

  • Performs Operation &Maintenance (O&M) engineering involving maintenance, repair, upgrade, and operation of equipment and systems to infrastructure facilities, including utility systems, at military installations in Kuwait utilizing a professional knowledge of multi-discipline engineering.
  • Evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of multidiscipline/civil engineering.
  • Coordinates projects/programs with other engineering disciplines, architects, contractors, host nation personnel, installation personnel, and headquarters staff.
  • Serves as a consultant on all engineering aspects of projects and provides engineering support to trades and crafts shops.
  • In conjunction with the primary duty of O&M, on a less frequent basis performs work in the construction management, design, and programming/base development functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series 0801, Professional Engineering Positions ; Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. 2. Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

3. Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; standard contracting regulations, practices, and procedures as they apply to construction management; and health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.

4. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions, and have experience with the area culture; have working knowledge of military combined/joint operations, base operations, and bilateral agreements.

5. Ability to plan, conduct, and record site/facility surveys and inspections.

6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; communicate well both orally and in writing, maintain good working relations, and have experience with the area culture. Posses prior management experience and demonstrate ability to work with KMOD and other militaries.

    Job Description: The Wall Street Journal is seeking an enterprising reporter to cover U.S. policy and regional security in the Middle East, an essential role in our global geopolitical coverage.     Full job description

    Requirements:

    • Minimum of 10 years of experience in health and safety management, preferably within the EPC contracting industry.
    • Proven experience working on marine development projects is a bonus.
    • NEBOSH-accredited qualification or equivalent certification in occupational health and safety.
    • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels.
    • Demonstrated leadership abilities and a commitment to fostering a culture of safety excellence.
